The State Minister for Administrative Development and Reform Hajj Mohammad Fneish emphasized that whoever describes the resistance movement as "terrorism" takes a hostile stand towards the will of our people. In response to talk by some Western countries, about European ex-communicating Hizbullah representatives in government, Fneish felt that this or that State "Stands hostile to the will of the people and biased to the enemy," he reminded that "The problem is still the ‘Israeli' occupation, our concern us is the representation of the people of Lebanon, whether in parliament or Cabinet."

Minister Fneish added "Countries that do not respect the will of our people do not respect their claims to democracy and to respect the rights of the peoples. How this or that State view us do not matter to us, what matters is to express the will of our people and the interests of our country."

The State Minister for Administrative Development and Reform Mohammad Fneish expressed these words during the handover ceremony between him and his predecessor Minister Ibrahim Shamseddine in the ministry's headquarters in Starko locality. Each of the two ministers expressed confidence in the effectiveness of this important ministry to the revitalization of the government and administrative work in the country.

Former minister Ibrahim Shamseddine said: "I have the confidence and hope," in minister Mohammad Fneish "That he will work as a team on the completion of a great deal of things, projects of real importance that lead to real objectives."
On the behalf of himself and everyone in the ministry, Shamseddine welcomed Fneish as the State Minister for Administrative Development and Reform.
