Sayyed Nasrallah to Baalbek - Hermel Dignitaries: Security is Required, State isn’t the Only Responsible

Hizbullah Secretary General His Eminence Sayyed Hassan Nasrallah issued a number of important stances during a meeting with the dignitaries of Baalbek-Hermel.
The main stance was a call of commitment to the charter of honor announced by Imam Sayyed Mussa Sadder back in 1970 for the region. Moreover, His Eminence Sayyed Nasrallah recommended citizens to shoulder responsibility via halting aggressions and crimes that are perpetrated in the region of Baalbek-Hermel and a commitment to hand in criminals and uncover them sides a commitment not to open fire in the air during celebrations.
His Eminence Sayyed Nasrallah called on the Lebanese State to assume its responsibilities as per the region of Baalbek-Hermel and to assert its presence not only on the security and judicial levels, but also through development and founding economic projects and job opportunities to the citizens. He also promised to follow the security file in Baalbek-Hermel in cooperation with Speaker of the House Nabih Berri and Amal Movement.
Further, Sayyed Hassan Nasrallah said: "The killing incidents that are perpetrated in Baalbek-Hermel for various reasons are very annoying and appalling." He also highlighted: "The residents of the region are afraid on themselves, their families, and their properties."
His Eminence said: "Security is sought for itself apart from the consequential results, and it is a blessing bestowed from Allah Al Mighty." Sayyed Nasrallah added: "The residents in the region must live in security and peace of the mind. They must also feel peace among themselves, and this is a noble and sacred target whether on the religious or national perspectives".
He further added: "Security in the region is one of the conditions for development, tourism, job opportunities, and investments. In a region that lacks security, all the above will consequently be lost. If we want the region to develop on the cultural and developmental levels, security is a natural condition. Security is also one of the undeniable historic and social norms; security is just like health for the body but it is for the body of the region."
Sayyed Nasrallah confirmed: "No doubt internal security must be asserted to secure the people's welfare, development, providing job opportunities, and tourism," adding "We assume the responsibility of guarding the security of the region as well as its reputation, image, and status on the national and regional levels because it is in the heart of the events, achievements, and victories." In this perspective, Sayyed Nasrallah highlighted: "Part of the responsibility is on the shoulders of the state, and the other part is on the shoulders of the people; it is wrong to simplify the issue and say the responsibility is to be shouldered fully by the state."
Sayyed Nasrallah said: "We must all cooperate with respect to a number of issues which may help to lessen the deterioration of the security situation... Great responsibility is to be shouldered by the dignitaries, the elites, and people; and the state must not assume the responsibility alone... The criminal solely must be convicted. His family and parents must be exempted, and justice must be restored from the criminal via the law. Consequently, the killer and the robber must be uncovered."
He added: "We recommend on you to be committed to the Charter of Honor which was concluded in 1970 by Sayyed Mussa Sadder and to live up to the oath made then. We must work according to this charter and its content."
His Eminence Sayyed Hassan Nasrallah asserted: "There is another issue which we agreed on with Speaker Nabih Berri and the brethrens in Amal Movement, and we also call on you to cooperate with us. It is handing the criminal - whether a robber, a killer, or an aggressor - to the state." He clarified that when the aggressor is handed to the state, the family of the victim would be comforted and the way before ordeal would be blocked." He highlighted: "We must take the initiative to address this crisis before casualties are being claimed; and this is possible."
Sayyed Nasrallah continued: "The state must also assume the responsibility, and you must cooperate with us through actions and visits on your behalf to practice pressure on this perspective." Sayyed Nasrallah added: "Besides the oath of honor made to Sayyed Mussa Sadder, we must hand in the killer, and make haste to achieve any crisis that may take place, and the state may assume the responsibility too." He highlighted: "Some robbers, kidnappers, aggressors, and killers are not approached by the state; we say that the state must take action, arrest, and carry fair trials."
He also made clear: "People call on us to interfere and impose security as we have auto-power; but that is wrong, and it is improper to interfere as that would lead to serious repercussions and cause crises and ordeals, and people must understand that. Today, there is no alternative to the state. Though in the confrontation with the occupation, there is no problem in us interfering; but on the internal level, let the state assume the responsibility". He highlighted: "Before talking about general amnesty, we must act to prevent the reasons of what is taking place and assume the responsibility. This is manifested in addressing these crises."
His Eminence Hizbullah Secretary General pointed out: "We must also address the issue of joining and partitioning territories because that is causing troubles. It is the responsibility of the state to be present not only on the security and judicial levels but also on the levels of development, construction, human welfare, and human concern, and evoking again the issue of alternative agriculture."
As per opening fire in the air, His Eminence asserted that is causing troubles. He added: "During funerals, we found total commitment in some cities and towns as per not opening fire in the air on the individual level, but cultural and academic efforts must be apparent to stop this phenomenon". He further called for cooperation on this cause asserting that "If self-control was practiced, we may reach to a good result."
His Eminence wrapped his word saying: "We will carry on working on this issue with the brethrens in Amal Movement and the state until achieving good results, and we will not show any tolerance towards what is taking place from now on."
