British Council Cover for Espionage

Russian Federal Security Service says the British Council has been a cover for gathering intelligence and recruiting agents in Russia.
Federal Security Service (FSS) made the allegation after Russian authorities took measures against the council which led to the closure of its offices in St. Petersburg and Yekaterinburg last week.
The FSB says it has no doubt that British intelligence uses the council as well as other organizations to spy in Russia. But the council, which is seen to promote cultural and educational links, has denied any links with any intelligence agencies.
British Foreign Secretary David Miliband has accused the FSB of intimidating the council's Russian staff who were called in for questioning, describing the actions as tactics of the Cold War period and a 'stain on Russia's reputation and standing'.
The Russians in return have accused Britain of suffering from a 'colonialism complex'.
