Full Text of Hizbullah's General Secretary His Eminence Sayyed Hassan Nasrallah speech during the Divine Victory Festival in Al Raya playground.

In the name of God Most Gracious, Most Merciful. Thanks and Praise be to God, Cherisher and Sustainer of the Worlds, peace and prayers be to the seal of prophets, Prophet Mohammad, his infallible household, his chosen companions and all the prophets,

Peace, God's mercy and blessings be upon you all.

First of all, I would like to welcome you all, today on your celebration, on your anniversary of victory, glory, and honor. I welcome you on the day of Lebanon's rebirth, on the day of Victory presented by the resistance, the people, the army, all Lebanon to all Arabs, all Muslims, and all free in the world. I welcome you in this playground, our platform where we have always been meeting to commemorate victories, martyrs stances, and stands of honor.
I also salute the crowds gathered in Baalbek, attending the poetry festival.
It is my duty to pay tribute, on my and your behalf, to the pure and virtuous souls of the martyrs of the Islamic resistance, all martyrs of the different resistance factions, martyrs of the army and Lebanese security forces, as well as all the Lebanese, Palestinian, and Syrian precious civilians who were martyred during the July war.
Our tributes go to all the injured of whom some still suffer of injuries and whose wounds have not completely healed.
To all those who lost their homes, properties, and to all those who withstood the war whether stayed in land or evacuated their homes, to those who received the displaced in their homes, mosques, churches, schools, to all those who supported the resistance whether through arms, finance, blood, stance, words, tears, sincere feelings, prayers...To all Arabs and Muslims, to all people of the world, leaders, factions, forces, movements, and governments that stood by and supported our people, our resistance, and our country during the "Israeli" aggression on Lebanon in July 2006, we pay tribute.
Thanks and gratitude firstly, lastly and always to Lord of the worlds, God the Almighty who bestowed us with victory and helped us, protected us, strengthened our hearts, brought peace upon our souls, defeated our enemy and blessed us with a triumphant and glorious victory.

Dear brothers and sisters, ever since the end of the aggressive war and on a day such as today, before the legendary stand of our people who came back to their land of resistance and perseverance despite all the destruction, and despite the existence of millions of cluster bombs, much has been said about this war, its causes, motives, background, goals, results, course and lessons. A lot has been said about the consequences of the war on Lebanon, Palestine, the Zionist enemy, the region and the American scheme. There will always be much to say because what we went through was an epic and a miracle made in Lebanon and by the Lebanese people.
All aspects and dimensions of the war should be studied, whether cultural, social, spiritual, emotional, political, military, strategic, tactical, etc...
There will always be much to one of the main lessons that should be taught is: what would have happened if the resistance was defeated in Lebanon? What would the situation in Lebanon, Palestine, Arab and Islamic region be then?

Today, before this epic made by Lebanon, its people, resistance, army and state that lasted for 33 days and made headlines and topped the news worldwide, I would like to give priority and shed light(in my speech) first and foremost to the current "Israeli" threats and the future stages. I do not want to talk about the current threats or the media uproar we have been hearing about, because I do not want to preoccupy your minds with political analysis. What I do want to do is to give a clear position and stance to show the responsibilities we must take and which concern us all. The uniqueness of this contemporary resistance in Lebanon is that it speaks transparently and turns this responsibility into a common responsibility in which all the people take turn and participate in. We must all be ready and we all must work in order to bring appropriate results.
But before I go into the most important issue, I would like to read a quote to you. It is a small text related to the results of the July war. It is a quote from the current "Israeli" Prime Minister Benjamin Netanyahu which was sent by Netanyahu shortly after the July 2006 war but before he took office:

Netanyahu Peace be upon him (Sayyed Hassan says sarcastically) is comparing between the Six Day War in 1967 and the 33 day War in 2006, he says:

"The Six Day War enabled "Israel" to continue being an existence and make peace agreements. The Six Day 1967 war also showed that Israel the state was transformed into a state which had question marks about the real reasons concerning its existence into a country which is undefeatable. This was actually achieved after the territories of the State were expanded, from 12 kilometers to 70 kilometers after 1967 war. And because of our existence in the mountains of the West Bank, these mountains that are one thousand meters high, this is what prevents the Jewish from being thrown into the sea.

After the Six Day War in 1967 and the war in 1973 many people in the Arab world then came to think that "Israel" is a state which cannot be defeated. The victory and "Israeli" deterrence both represented a decisive factor in the Arab states reaching a conclusion which is "Israel" must be recognized as a State and that they must also sign peace agreements with "Israel"."
Once again Netanyahu says these are the results of the 1967 war at that time, "And therefore we signed peace agreements with Egypt, Jordan and even reached reconciliation with the Palestinians. But ever since the unilateral withdraw from Lebanon in the year 2000 up to the unilateral withdraw from the Gaza Strip and now after the July 2006 war or the second Lebanese war the equation has changed."
And what is the direction "Mr. Netanyahu"?
"It has become clear now (according to Netanyahu) that 'Israel' is no longer the invincible State, and the question mark has begun to hover around the basis of the State of 'Israel's' viability, not only among enemies ('Israel's' enemies) but to friends also".
Even the friends of ‘Israel' are now asking the question of whether this is a viable state or not?

 

This was before the war on Gaza, as for after that war and Gaza's legendary steadfastness and miraculous victory in Gaza, Netanyahu's words are further confirmed than ever before.

This suffices for now, in order to leave enough time to cover the results of the July War.

In the past few weeks we have seen a huge "Israeli" media and political uproar, supported by some U.S. and western stances, especially the British. Their statements and this uproar covered a range of topics and threats, and raised many questions and imposed itself on the Lebanese and regional political reality, and a great deal of communications took place on this matter and file.

To start from the end point since I am going to address each point one by one I tell you we do not believe that these threats and all this noise that we heard from the Zionist officials amount to an indication or evidence of another "Israeli" war on Lebanon in the near future; we do not believe that is the case.

This uproar and these threats have other objectives that are numerous, including psychological warfare but not limited to psychological warfare. The issue is not as simple as 'either these threats are psychological warfare, or we are going to a real war', because now we do not have a real war, and psychological warfare is but one of the objectives of the threats.

Briefly said, we can build on an indication but we definitely cannot build on it 100 %, the "Israelis" these days are how we were decades ago, he who talks a lot and makes many threats cannot frighten or intimidate others, when you see the "Israelis" make a great deal of talk that is an indication of their inability to do anything.
On the other hand when we see them go silent and lie still like a snake, we have to open our ears well and show caution.

These threats and uproar have many objectives; we will address these objectives in order to confront them. Here I would like rely on "Israeli" texts rather than my own analysis:
First: One of the objectives of this media uproar is the Lebanese government formation issue. This was done through their saying to those forming the Lebanese government that "If you take Hizbullah as a participant in this government, Lebanon must bear the consequences of such a decision, we ("Israel") will destroy your infrastructure and the Lebanese government will bear the responsibility and so on and so forth."
Hence, their objective of placing pressure on the Lebanese government to firstly, block the government formation and, secondly, to put pressure on Hizbullah in order not to participate in the Lebanese government currently being formed, thirdly which is a clear indication that the Zionist enemy is dismayed, disheartened and troubled to see a Lebanese national unity government, one with the spirit of partnership and national participation.

The response is:
Firstly: for all of us to accelerate and cooperate in the formation of a government of national reconciliation, national unity, consensus, coalition government, call it what you will, because there is a security, political, social, economic and living need for us in Lebanon to form the national reconciliation Government as soon as possible.

Secondly: for Hizbullah to effectively participate in this government, (I am one of the people you've heard speak a while ago on the Radwan Anniversary, back then we commented through the question whether Hizbullah should participate in government or not, and as to what we stance we take with our allies, but now and in spite of Netanyahu position we should participate.)
Therefore, this is the first response. Hence we foil and down this objective of the threats by coming out to the Lebanese, the Zionists and the larger world with a national reconciliation and a national unity government and as soon as possible, thus we say that all this "Israeli" noise is without weight.

Among the objectives of this uproar is the attempt to bring the crisis and tension back into the Lebanese arena. This is not my view, this is what the "Israelis" openly said themselves, in the past weeks in Lebanon it seems the situation has reached a calm, the tension has eased and there is a calm and gentle debate between the political forces and this comforts the resistance, and they ("Israelis") should not allow the resistance to feel at ease in Lebanon, hence the "Israelis" decide to start again making threats, talk about the arms, the resistance and Hizbullah, and further threaten to bomb the Lebanese people, Government and infrastructure in order to bring back again the 'for' and 'against' dispute over the resistance weapon, so that once side attacks and another criticizes!
Of course this was not achieved either, thank God, the general climate in the country is good and positive, some limited noise was heard with irregular criticisms made, but soon calmed down and hence therefore the Lebanese and the political forces were not coerced with this "Israeli" objective.

Thirdly: Among the objectives of this uproar is to modify the task of the UNIFIL forces, because we were in the vicinity of the report of the Secretary-General of the United Nations associated with the implementation of resolution 1701 and the extension of the International forces in the south. Before the Khirbet Silem incident, the "Israelis" and the U.S. began to speak on amending the task of the UNIFIL and opened the subject of weapons and armament control, and about arms entering south of the Litani area, and there was a purpose called 'amending the task of the UNIFIL.'

Today, as a reminder only of the UNIFIL's task in the south, it is the support of the National Lebanese Army (NLA) and the legitimate Lebanese forces only, that's all, and therefore the UNIFIL cannot setup checkpoints, raid houses or inspect places, these are all the tasks of sovereign institutions, hence if UNIFIL is asked for help it is duty then is to came to help.
They wanted to amend this task to transform the UNIFIL force into a multi-national force as they proposed during the July war, and to work according to a format a independent of the NLA and the Lebanese government is entitled to erect checkpoints, make arrests, raids and conduct searches. All this uproar was aimed to serve this objective, hence the explosion incident that took place in Khirbet Silem was exploited to push things in that direction, but once again due to the official Lebanese position and the position of the Lebanese political forces in Lebanon, which was unanimous in its rejection of any amendment to the international resolution and any modification in the task of UNIFIL, this objective also ended and collapsed.

 

Fourthly, among the objectives of these threats is reopening the arms file of the resistance. Now of course, because of the commemoration of the war, many "Israelis" are extensively discussing and talking about the results and achievements of the war. But imagine if Olmert was now still in office (Of course Olmert now has left), he would have once again spoken about the same achievements, that his state has the strongest army and strongest air force in the region, we waged a 33 day war...and here we ask: what is their great accomplishment? They prevented someone from Hizbullah, me, from making speeches in person among the people and prevented me from walking in the streets.

What kind of a big goal or objective is this?! (For me, it is better now. I used to make my speeches while standing up, now I make my speeches while sitting down - Sayyed Hassan says sarcastically). In context of these discussions, "Israeli" officials discuss the arms and strength of the resistance. They begin to turn the international community against the resistance; they try to put pressure on Lebanon and the Lebanese government, to put pressure on Syria, on Iran. They also created all this mayhem and said "if you don't take decisive measures to prevent the resistance form being armed then the region will be on the edge of a war". This is what the "Israelis" were saying and this is one of the objectives of their threats. I will not discuss or open the arms file of the resistance, i will not say whether we are arming the resistance or not, how, when and where, it does not concern us to actually comment on such a cause unless there is a need to do so and of course at the proper timing. 


I would like to tell all the Lebanese people, (and I will come back to comment on this aim later), I would like to tell them: honorable Lebanese citizens, dear people of this honorable land -which is the neighbor of this enemy- the enemy whose historical greediness and nature we know very well. This enemy and its army still base their existence on allegations that go back three thousand years or more. 


In confrontation of such an enemy of such a nature and threats, and in a world ruled by jungle law and not international law, a world that where the strong have control and the weak are killed and slaughtered...in a world where righteousness becomes wrongdoing and wrongdoing becomes righteousness, in a world where all facts are falsified, all rights are stolen away, all sanctities are violated...In a world where millions and hundreds of thousands are killed just for the sake of American and Western weapons and oil companies. In this world where the law of a jungle is prevailing, the only people who will prevail are the strong people, the strong nation, the strong Umma. 


Those who believe they could protect their people or their state through alliances, relations, or ties must be vigilant, and must be aware and learn from all the previous experiences throughout history, because those who rely on relations and alliances will be sold out when the appropriate price is given on the international and political market. No nation is protected by its alliances and relations, the only thing that guarantees protection is its strength, unity, will, and determination to live in dignity; this is what protects the nation. 


Moreover, one of the aims of the "Israeli" threats, of course is the psychological war. This is one of the many aims. The continuous and ongoing psychological war is being waged in order to affect our minds, our hearts, our ideology, conscience, determination, commitment, confidence, and our hopes and aspirations for the future. This war is also waged so that the Lebanese people as well as the people of the region will always be in a state of anxiety, in a state of nervousness. This psychological war is a war of failure. I would like to remind the enemy of what happened in Sharm Al Sheikh in 1996. At that time, it was not only Netanyahu, Lieberman and his deputy in the foreign ministry (who is by the way speaking a lot these days) and Barak as well as others who got together. At that time, the entire world including the US, the West, even China, Russia, Latin America, many Arab countries...the whole world came together after the martyrdom operations of our resistance fighters and brothers in Hamas and Jihad Al Islamic in Al Quds (Jerusalem) and Tal Aviv (Tel Aviv). 


At that time, they reached a unified conclusion that three groups are considered as terrorist and should be destroyed, Hizbullah, Hamas, and the Islamic Jihad. They named these three groups and said they must be wiped away, and their financial sources must be cut off and that all must combat these terrorist groups in all parts of the world.
In Sharm Al Sheikh in 1996, a world war was announced against the resistance movements in Lebanon and Palestine. I remember that day very well, we met in the Southern Suburb of Beirut and said our response. And to confront any psychological war we recall the Ayah (Koran verse) which says: "in the name of God the Merciful- Men said to them: "A great army is gathering against you": And frightened them: But it (only) increased their Faith: They said: "For us God sufficeth, and He is the best disposer of affairs." [Sourat Al Imran, verse 173]


The whole world took the decision to destroy us, to wipe us off the map. And here once again we refer to the Ayah (Koran verse). Those who made conspiracies against them and tried to threaten them only increased their faith and made them stronger. They are unable to bring fear into their hearts; they cannot make them grow weak, only stronger...
Their will became stronger, they became tougher, and their beliefs became more solid. They depend on Allah the Merciful. 


What I mean to say is, our determination and faith do not stay the same, and instead they increase. Our will gets stronger and our confidence builds up more and more. We get our strength and depend on Allah. Allah is enough for us, we depend on him.
At that time, we saw the grapes of wrath in April 1996 war on Lebanon where the resistance showed great perseverance and achieved victory. 


So this psychological war, whether in the past, today or in the future is useless and cannot achieve anything. I would like to tell all those who exhaust themselves and waist their breath in this psychological war, that such a war may achieve something in the "Israeli" community or some other community. But such a war against people who have faith and trust in Allah, who have confidence and determination and believe in God, people who do not fear death and enjoy a spirit of sacrifice and believe that God will make them achieve victory cannot be but a war of failure. Such people cannot be affected by any psychological war. Their faith only increases and their ideology gets stronger. 


I want to refer to an honorable speech here. God the Almighty spoke to his prophet David and said: "Any believer who believes in me (meaning in God) without believing in anyone else (whoever depends on me only and trusts me and seeks help from me) I can know this from his intentions." God the Almighty says. "I can know he is honest in seeking me and depending on me. The sky and the land will help this believer. I will make him victorious against his enemy". These are the words of God. God will help this believer (and not Netanyahu, nor Lieberman nor America, or Britain, but those who truly believe in God.)
God Almighty is the one who can make us achieve success and be victorious even if the whole world, the land and skies, if the entire universe come together against us. If we depend on God, and believe in him we achieve victory and this is how we achieved victory in the July 2006 war. My dear brothers and sisters, this is the main and fundamental cause of victory in the July 2006 war. 


In another Divine speech about the confidence of a believer, God says: "whoever believes in God, God will make him great, God will accept anyone who resorts to him. Even if the sky and the land get together against him, this believer will not be affected." So even if the sky falls on land and a disaster happens, this believer's will, faith and strength will not be affected.

 Dear brothers and sisters, in context of speaking about this psychological war, I want to say to all those studying the war (and I know very well that the July war experience is being studied by enemies and friends, by the Pentagon and many committees of high ranking generals in the US and Russia and other parts of the world. We also in Lebanon must study this experience also as part of studying our defense strategy). After the July war in Lebanon and the Gaza war, I say to all those examiners and all those studying war around the world, before you look for the weapons or the quality of these weapons, whether you have anti shield weapons or anti-aircraft missiles.

Before you ask what are the types of missiles you have, and before you look into these military details, military tactics, military warfare, and military plans, ask about the human. It is not about the weapons or getting weapons from the world. The issue as Imam Moussa al-Sadr (May God bring him back to us safe and sound) said as he called upon the people of southern Lebanon to express their solidarity and their will to fight and resist the "Israeli" aggressions. He said: "We will fight you with stones, our teeth, with our nails. So before speaking about military weapons and missiles, ask the question about the human who protects the land, who has stones, teeth and has nails. This is the real way to fight, because all humans have teeth and nails and stones, generally speaking. So whoever has a will can fight, and can stand with steadfastness and achieve victory in the end.
Some people argue with us, and argue with me personally on the story of 2006 July war and the promise of victory. These people who say the 2006 July war was an adventure, ask me the question: How did you always tell people: "As I have always promised you victory, I promise you now again"? 


Because of this experience and knowledge, we have faith and we have confident, we are sure. Today when we talk about any coming future (and yes, I am one of those) who carry this responsibility and are confronting this challenge) I am present every day and I am ready to repeat to you and to the whole world, based on our current reality and on the future threats... everyday, I am ready to repeat with complete certainty: "As I have always promised you victory, I promise you now and in the future again" God willing.
Some ask: "where do you get that certainty from? How can you be so sure of victory?
Here allow me to use rhetoric from the 2006 July war. We are so certain of victory because of our belief in God, because of our knowledge of God and because of our dependence on God. Second of all, because whoever has a people who are the most honorable people, and whoever has resistance fighters who are men of God, cannot predict defeat. 


Whoever has a people like you, who have sacrificed and suffered so much, people who have set a modern and historic example in July war 2006, and whoever has strong resistance fighters of such a level of steadfastness, bravery, wisdom, strength, and readiness to sacrifice, then - in light of all this- why should he be worried about the future?!
These threats have not achieved anything. Instead these threats have back fired in "Israel". This psychological war made by "Israel" has negative repercussions on "Israel" itself. 


When Barak for example, or any one else (Mofaz a few days ago for instance spoke) say that Hizbullah now in Lebanon has become three times stronger than the time of July war in 2006. (Again these are not my words- I quote from them). Here Mofaz or others are telling the international community: come help us on Hizbullah, but what message is he delivering to the "Israeli" entity? What message is he delivering to those in northern "Israel?"

When Barak says: "the result of the international community dealing lightly with Hizbullah, Hizbullah not only has the ability now to bomb Tel Aviv but any point within the 'Israeli' entity." This is what Barak said, as for me I had already beat him to it since I said this before this recent statement of his.

It is true they are trying to turn the international community against us, but when they make these statements what is their message doing to the "Israeli" people, he is inadvertently telling his people that 'this is a new war, and in this during not only the people of Haifa city, Nahariya and Kiriyat Shmona (occupation settlement conglomerations) will have to run for their lives, but all of you "Israelis" will have to run away.'

When the "Israeli" community hears such statements from their politicians they will all run away.
In the last few weeks what prompted Netanyahu to withdraw this rhetoric and say "This was just a media campaign!"

You (the "Israelis") have worked the whole world up everyday for four weeks, making two to three threats everyday, there was nearly no one left in "Israel" that did not talk about it, only for Netanyahu to then come out and say this is simply a "media storm"?!
Why?!
Because the settlers started a commotion, the summer tourists were fleeing, and to my knowledge the tourists in Lebanon did not escape but tourists in North Palestine were. This psychological war negatively backfired on them, which is why they could not continue it.

Anyway if we stay as we are and confront any psychological war, threat or intimidation in cooperation and solidarity, like what happened during the last few weeks, I believe all such storms, raucous, media and political campaigns will be to no avail.

Turning to the other topic in my talk, the topic of war simply as war; apart from the mentioned threats, there are people who say these threats are "Israeli" preparations for a war on September 15, others say at the end of September, so they differed by 15 days, (Sayyed Hassan says cynically) there are people who time the war to occur in November 2009.

In our view, all this is unlikely.

What remains is the general talk, the general climate in the country and the region that speaks of a future "Israeli" war in year 2010, 2011, 2012 or 2013, God knows best. In other words some people assume, in principle, there is a war coming whose timing they do not know, and they figure out the validity of such belief through many and varied political indicators. I do not want to enter into this analysis because no one has any concrete information, it is all just analysis.

I would like to say, as Lebanese it is not our duty to only sit down and analyze, our duty is to look to the future and see. This supposition, the supposition of war on Lebanon, in principle, if we are to suppose it, and it is possible in principle, independent of time and period, whether it breaks out after ten, twenty or thirty years God knows best, what I mean is that since no one can truthfully say under oath that a war will never be launched on Lebanon, hence the probability exists.

In light of such an assumption we have two choices as Lebanese people; let's talk about our responsibilities not just work on analyzing things.

The first choice - to Surrender
The first choice we have is to surrender, to ask the "Israelis" what they want and extend our necks out for them to do what they will just so they do not wage war against our country.
Of course this choice has its great disadvantages and very high risks; because the "Israelis" for instance may then come and say "We first want the resistance disarmed, we do not want armed resistance in Lebanon." Our role as Lebanese in return would be to gather and give over our arms, to then become a vulnerable country with nothing to defend itself.
Bearing in mind the "Israelis", already in possession of a regional project, as announced by them "'Israel' is a Jewish State", indicating that the 1948-Palestinians can no longer stay in these territories, circulating in a 'Jewish State'.

 

Secondly: the Palestinians are to be naturalized in the countries where they are living as refugees,
Thirdly: water crises will soon arise; since the "Israelis" are increasing in numbers they will want our water resources,
Fourthly: security commitments,
Fifthly: we will be thrust into endless conditions.

Hence the first choice is to surrender to the conditions, will and project of the enemy and this is out of the question.

The second choice - War Preparation
The second choice is not about instigating war but getting ready and prepared in case of it happening, to prepare and strengthen our elements of strength to prevent a war from occurring. You may ask can we prevent a war from happening, I say yes, there is a strong possibility. If we as Lebanese cooperate together we can prevent "Israel" from waging a war on Lebanon.

So the second choice is to work together to prevent the enemy from launching a new war on Lebanon, but that we would be victorious should this enemy wage war against us.
This is the second choice.

How can we deal with the second choice? Again I will address a few points in this regard, can we prevent the enemy from launching a war on Lebanon? Yes. Can we prevent the enemy from thinking of waging a war on Lebanon? Yes. But we must work, not through hope or wishful thinking but through action.

I will address three headings in this regard:
The First main heading and here I speak about Lebanon not about Hizbullah. Lebanon must to possess the military capability and strength which will serve as a deterrent. When we become a strong country, as I said before, of course this is part of our defense strategy, 'Army-resistance-people'. When we possess military capabilities and strength which serve as a deterrent, the message will we be sending the "Israelis" is this: 'You intend to attack to achieve certain goals, but when you cannot achieve your aims and goals because we are no longer a weak country, how do you anticipate to attack Lebanon, you can no longer enter and exit and do as you will there, we are now strong, we are now capable, we can now defeat you.'

Therefore this logic, this scenario, if we present such scenario to the "Israelis" they will be forced to count to a thousand before launching any attacks. Hence I like to tell you I do not support those voices which say war is nigh, I tell you, it is not easy for any "Israeli" government to take the decision to go to war against Lebanon, it is not easy at all. Any government that wants to make such decisions would have to not only count to a thousand but to a million before taking such as step. Now this is the reality.

If the "Israelis" want to wage war on Lebanon, what must their aim be?
Naturally their aim is not going to be less than the aims of the July 1993 war, which they named "Settling the Score", nor less than the "Grapes of Wrath" war of 1996, nor less than the aggression of the July 2006 war. The least likely objective the "Israeli" enemy may want to achieve if they want to reclaim their standing, their deterrence and impose a settlement on all the governments of the region their aim will at least be to eradicate the resistance in Lebanon-not just south of the Litani River- but in Lebanon.
This is one objective over which they will make a war.

The question now is for all politicians, military experts and for all people, the big question is, so that certain sides do not keep churning this question over and over again: does this army, the current "Israeli" army and this current "Israeli" government combined have the strength and the ability to wage a war capable of eradicating the resistance in Lebanon, I will give you the answer: No.

Of course the "Israelis" are working day and night for three years. Odd that some still do not believe "Israeli" was defeated, let us put aside for a moment whether we were victorious or not, they still say "Israel" was not defeated!

What army, trains itself day and night for the past 3 years, changes its leadership and generals, gets armed, puts together investigation committees, and takes lessons from the last war if undefeated and victorious? If this is what a 'victorious undefeated' army does I wonder what it would do if it was 'defeated'?

"Israel" is working day and night to be strong and "Israel" has no other choice. Just as Barak precisely described in a very clear statement he made a few days ago when he and Netanyahu visited an air force base, when he said "The government, the political clout, the settlement, negotiations, and 'Israel's' political future relies completely on the strength of this army", everything concerning "Israel" is based on its army.

How did this "Israeli" army conclude the 2006 war?
How can it enter a new war?
Yes the if the "Israelis" want to train, hold maneuvers and arm themselves, draw up plans and draw the war lessons while we want to only waste our time and be preoccupied with each other, then yes they can wage a war, if that is the situation in a few years they could have the strength to wage a war.

They could also occupy Lebanon and put conditions on Lebanon that are worse and more humiliating than those in the May 17 agreement.

But if we take responsibility the "Israelis" cannot wage a war, if we work day and night, evaluate and draw lessons from the July 2006 war, if we uncover our advantages and strengths as Lebanese and strengthen them, uncover and address our weak points and disadvantages as Lebanese.

If we implement our school of fighting-yes I can today speak with all pride and glory, of 'our fighting school' introduced by the Lebanese resistance to the world-a military school we deserve, because we created it with the minds of our brothers and the blood of the Mujahideen, especially that of our military commander the late Hajj Imad Moghniyeh.

If we enhance our efforts to be strong, if we are ready to confront the enemy better than we were in the July war.
In July 2006 we had thousands of fighters but now we are able to confront the "Israelis" with tens of thousands of fighters and so if we can make this enemy understand that any future war will have new rules and equations, this enemy cannot wage war.

Certain segments from a private speech I recently made were leaked the media, I like to share now, that it is our right-with all due respect to discussions I heard made by some Lebanese figures.

When the "Israelis" for a whole year talk about the 'Dahiyeh ideology'; today in the "Israeli" army there is something they call "the Dahiyeh Ideology", they mean Southern Beirut, or they call it "the Dahiyeh strategy", they put in a new strategy for the coming war, based on specific ideas - I do not have sufficient time to go into and explain now - yet days and months later nobody responds to this talk, and since none responded, well then we are obliged to respond...had anyone else responded we would not need to.

When the "Israelis" speak about a new equation in any coming war-and they are afraid of any coming war, we do not want a new war but we are not afraid of it, the "Israelis" on the other hand may want a new war but are afraid of it, this is the main difference between us and the "Israelis."

Yes it is also right to send a message to the "Israelis" and tell them that in the July 2006 war, we told you if you bomb Beirut, we will bomb Tell Aviv, and today we tell you if you bomb Beirut or the Southern Dahiyeh we will bomb Tell Aviv.

When we make the enemy understand, as it clearly very well did, when we send a message to the enemy saying 'if you wage a war on Lebanon and if you imagine you can bomb any city or village in Lebanon we tell you today we can bomb any city and any village in your usurper entity, throughout your entire area, you can make as many maneuvers as you want.'

When this enemy is made to understand, since it is the one speaking of a new war strategy that goes beyond aerial bombardment, which also talks about broad ground invasions by infantry divisions, that once again as we told him before: Mount your tanks with you like, train your brigades as much as you like, and the divisions you prepare to invade our land with I tell you again and again they will be annihilated and destroyed in our villages, valleys, hills, mountains and villages.

If we can take advantage of this strength, which we do possess but must enhance, and if we make our enemy understand and convey this message clearly to it, won't this prevent "Israel" from waging a new war on Lebanon? A simple question!
It does prevent a new war, it serves as a deterrent, and it protects Lebanon.

I would also like to tell you and assure you, here I am not quoting any numbers or figures and here just like there were surprises in the July 2006 war, are these surprises finished, definitely not, God willing there will also be new surprises in any future "Israeli" war.

When we tell the enemy we have such capabilities, we have such surprises, we prevent them from waging a war, they will count to a million before thinking of launching war on Lebanon, let them seek out other options to confront us, but not war...Not war.

The second thing we can do together to prevent war is national unity. We can abstain from internal tensions and crisis can prevent a new war.
We heard some national patriotic rhetoric being said, and it is appreciated, if such talk could be heard by all the political leaderships in Lebanon, talk that said "In the case of any new 'Israeli' war on the resistance, we will all be with and stand by the resistance."

If we have such nationalistic and patriotic logic in Lebanon, the "Israelis" will hesitate and ask themselves as to where they are heading in any war against us. The "Israelis" think we are weak and that they can divide us, yet when the "Israelis" see there is national unity they no longer have a choice of going to war.

The Third: something which also facilitates preventing a war not to be taken lightly, the issue of espionage networks. Why the "Israeli" insistence on aerial violations? They accuse us of none existing violations of the UN SC Resolutions, but since the July 2006 war until now "Israel" has committed no less than 4000 breaches of Resolution 1701.

The UN and the Security Council have not done anything about that.

The "Israelis" are in violation by their continued occupation of the Shibaa Farms and the Lebanese side of the Ghajar village, yet the Security Council still has not taken any measures or any steps!
Why the "Israeli" insistence for their military planes to remain in our Lebanese air space?

This is not without reason, these planes are there to gather information but all the military experts know that such technical method of gathering information by surveillance aircraft and military planes is not sufficient; the enemy cannot do without its spies on gathering more information on the ground in villages, cities and neighborhoods.

The most important factor which makes "Israel" go to war more readily and more quickly is having sufficient information; without enough intelligence they are hesitant about going to war, with muddled up information this enemy is lost, and without information they are blind.
Now who are its eyes? It is the spies!

So I call on the Lebanese security services, in the name of the martyrs to continue uncovering these spy networks and to arrest these spies. What has been achieved until now is important but not enough. Every village has spies. Take it from me because the "Israelis" are gathering information on every village and city, and every suburb and neighborhood has spies.

On a previous occasion I once said if we could gather all the people who belong to factions, the biggest faction of people will be the espionage networks.
This must be completed.

Second, the judicial trials of these spies must continue. A few days ago we read frightening talk about giving these spies amnesty, here I like to say to everyone, whoever deals lightly with those spies is dealing lightly with the blood of the people, the fate of the people and the homeland, and it is forbidden to treat this subject lightly.
The state must deal with this issue since year 2000, please deal with it and continue with it.

So if we strengthen ourselves, if we show unity, put together a national unity government, if we continue uncovering spy networks, then as Lebanese we will deter and prevent the enemy from waging any new war on Lebanon, whatever the strength of the enemy may be.
Because the enemy will know that such a war will fail to achieve any aims and the results of any future war would be catastrophic for the existence, fate and future of "Israel" in the region.

This is what we can do to prevent a war from happening, but if war is waged?
If war is waged, God does exist, God's men and the most honorable of people are all here.

My dear brothers and sisters,
This war, the July 2006 war strongly contributed in the prevention of the success of the most dangerous US-"Israeli" project in our Islamic and Arab region, this project from the outside seemed to possess all the elements of strength to succeed in controlling and having hegemony over the region and to overcome all obstacles.

Additionally, in the previous years this project had the possibility of achieving success especially in the shadow of the Bush Administration. This project which extended from Lebanon, Iran, Afghanistan, Syria, Iraq, Palestine the whole region, today this project miserably failed, totally failed, I do not want to exaggerate and say it has ended, no.

Some parts of this project have ended and failed, and ever since the 14th of August 2006, we no longer hear about Condoleezza Rice's New Middle East, this has ended...Yes.
Nonetheless, the US-"Israeli" project faced a miserable failure
- in Palestine by the virtue of the resistance and the last historic steadfast stance in Gaza
- in Lebanon by the virtue of the resistance, the people and all who stood with the resistance, along with their latest mythic steadfast stance in July 2006
- in Iraq because of the Iraqi resistance which prevented the dreams of George Bush and the previous American Administration from securing the control of Iraq, forcing the American Military to withdraw from the cities, even if under a political agreement which would not have happened if it was not for the resistance fighters.

Even in Iraq I would like to tell you had all these bombs, suicide bombers, military operations targeted the occupation forces and not the Iraqi people from different confessional groups; it would have lead to the biggest historic defeat the American military will have incurred.

They will also fail in Afghanistan and because of the resistance groups and because of the resilient states, with Iran and Syria at the forefront, this project has failed.

Today at this very moment in history I would like to say to you that we are in a local, regional and international situation far better than that in July 2006. Now if someone must ask how it is better, I tell you that the local current domestic and regional situation is at least not worse than it was in July 2006, and we were able to stand fast, achieve victory, we stood solidly on the ground and the resistance in Palestine also stood solidly on the ground, and this enemy's plans failed.

Today they pin false hopes, they had hopes of Syria's collapse and surrender, but Syria came out strong. Concerning Iran, they imagined the continued threats to strike Iran would make Iran back down, acquiesce and surrender in the face of these threats.

In the past few weeks some gambled and dreamed of the end of the Islamic revolution and the collapse of the Islamic regime in Iran, but these mirages and dreams can never come true.
Iran whose events many round the world over inflated, but this Iran, this country, regime, state and people of Iran, the intellectuals and the blessings of the supreme leader, this wise, courageous, compassionate, organizer, advisor and historic leader Imam Sayyed Ali Khamenei (may god keep him with us) and with the blessings of the people, this Iran standing for thirty years since the Islamic revolution, today has been able to come out of its crisis stronger and more firm, and will remain where it is.

So the resistance movements today are even more faithful, more confident, more hopeful of the future and I would like to speak at the time when we are commemorating this anniversary, as we evoke the souls of the martyrs, the wounded, the displaced those whose homes were demolished, the sacrifices of the sacrificing I tell you with all love, our dear people in Lebanon, in Palestine, in Iraq and Oh people of our region, all of you brothers and sisters, our strength is in our unity, our strength is in our coherence, solidarity and resistance, the solidarity of our will, the future is ours, we can create our future with our hands, with the blood of our martyrs and with our faith and conviction.

This is the way we achieved the divine victory in July 2006.

With you, with all our honorable, loyal, courageous, great and honorable people, we will continue our march so that Lebanon can be the Lebanon of the cedars, the proud mountains and people, the strong willed, insubordinate to threats, never bows down in face of any challenge, a banner for honor, glory, pride and vigor.

And peace, God's mercy and compassion be upon you all.
