The Opposition reaped the third- wielding stake and Aoun restored equilibrium to the Christian voice.
The Head of the Change and Reform Bloc appeared as the champion of the battle for the restoration of the national equilibrium in power on the national level for all the categories and confessions of the Lebanese society. This did not prevent him from being the leader of the battle for the restoration of the stolen rights of the Christians, and of the importance of the Christian, Armenian and Muslim Shii'a representation in the capital without prejudice to the rights of the other confessions.
Doha succeeded when other Arabs, Europeans and others failed in the patronage of the Lebanese dialogue and the achievement of agreement through the production of the first formula to solve the Lebanese crisis and release it considerably from regional and international gravitations. The State of Qatar showed enough power and status that helped it to complete a Lebanese compromise, honorable to everyone.
The agreement born early today is based on the formation of a government of national unity, where the Opposition is given the third-wielding share according to the equation of 16 ministers for the Loyalists, 11 for the Opposition (after they insisted on no. 10) and three ministers for the President of the Republic; and the division of Beirut on the basis of 10 deputies for Mazraa, 5 for Achrafieh and 4 for Bashoura, provided that the other constituencies in the different regions are divided according to the Law of 1960 as follows:
1- The constituency of Aakar including the Province of Aakar.
2- The constituency of Tripoli including Tripoli, Mina and Kalamoun cities.
3- The constituency of Minyeh-Doniyeh including both Qazas of Minyeh and Doniyeh.
4- The constituency of Bcharreh including the Qaza of Bcharreh.
5- The constituency of Zgharta including the Qaza of Zgharta.
6- The constituency of Koura including the Qaza of Koura.
7- The constituency of Batroun including the Qaza of Batroun.
8- The constituency of Chouf including the Qaza of Chouf.
9- The constituency of Aley including the Qaza of Aley.
10- The constituency of Baabda including the Qaza of Baabda.
11- The constituency of Metn including the Qaza of Metn.
12- The constituency of Kesrouan including the Qaza of Kesrouan.
13- The constituency of Jbeil including the Qaza of Jbeil.
14- The constituency of Sidon (Saida) including the city of Sidon.
15- The constituency of Zahrani including the villages of the Qaza of Sidon-Zahrani.
16- The constituency of Tyre (Sour) including the Qaza of Tyre.
17- The constituency of Jezzin including the Qaza of Jezzin.
18- The constituency of Nabatieh including the Qaza of Nabatieh.
19- The constituency of Marjeyoun and Hasbaya including both Qazas of Marjeyoun and Hasbaya.
20- The constituency of Bent Jbeil including the Qaza of Bent Jbeil.
21- The constituency of West Bekaa and Rashaya including both Qazas of West Bekaa and Rashaya.
22- The constituency of Zahle including the Qaza of Zahle.
23- The constituency of Baalbeck-Hermel including both Qazas of Baalbeck and Hermel.
