Chief of Syrian Bureau of National Security Major General Ali Mamluk accepted an Egyptian invitation for an official one-day visit to Cairo in which he met Deputy Chairman of National Security Apparatus Major General Khalid Fawzi, in addition to top Egyptian security officials.
The move angered Saudi Arabia, one of Egyptian President Abdel Fattah al-Sisi's main backers.
Mamluk was appointed as the head of national security in 2012 after a major explosion in Damascus killed four top security officials.
He is considered to be a key member of President Bashar al-Assad's inner circle and is blacklisted under EU sanctions.
Mamluk's last public appearance was in May 2015 in a meeting between al-Assad and the head of the Iranian parliament's national security and foreign policy committee, Alaedin Boroujerdi.
