International envoy to Syria al-Akhdar Ibrahimi stressed that Syrian President Bashar al-Assad might is able to cling to power for now, but noted that "the Syrian regime's legitimacy has been seriously, probably irreparably, damaged."

Ibrahimi: Al-Assad Able to Cling PowerHe further warned that the deteriorating situation in Syria is "breaking up" the country while the international community observes.
Addressing the UN Security Council, Ibrahimi viewed that "only the Security Council can aid the situation on the ground."
Brahimi also warned of wider consequences for the region. "Syria is becoming a playground for competing forces. None of its neighbors are immune to the fallout from the conflict."­

In parallel, the UN envoy viewed that "the declaration that could put an end to the Syrian conflict cannot be implemented as is because of ambiguities in the text, including the role of the Assad government in transition."
"I'm now calling on the Security Council to take action because the Geneva declaration that contains indeed a lot of elements that would provide for a reasonable solution to the conflict cannot be implemented as it is," he claimed.

Meanwhile, Ibrahimi stated that "the Security Council has to not only reaffirm attachment and support for Syria's independence, sovereignty and territorial integrity, but also for the rights of every citizen, their human rights and dignity, irrelevant of gender, religion or any other element."
