International envoy to Syria al-Akhdar Ibrahimi unveiled Sunday a new initiative to end the country's months-long crisis.

After meeting with Arab League chief Nabil al-Arabi, he stated that "the new plan could find support from world powers, including key Syria ally, Russia."
However, Ibrahimi did not elaborate fully on his proposal but said he had discussed it with Russia and Syria, and that it was a political solution based on the Geneva Declaration adopted in June.

Ibrahimi Unveils New Initiative for Syria: Crisis must be Solved in 2013 "I have discussed this plan with Russia and Syria.... I think this proposal could be adopted by the international community," Ibrahimi told reporters.
Under the Geneva plan, opposing sides would cease fighting and a transitional body would be formed until elections are held.
Ibrahimi further warned that the situation in Syria "is very bad and getting worse by the day," and that without a negotiated solution the country will turn into "hell."

"The problem is that both sides aren't speaking to one another," he said, and noted that "this is where help is needed from outside."
According to him, "People are talking about Syria being split into a number of small states ... This is not what will happen. What will happen is Somatization: warlords."
