Former Lebanese President Emile Lahoud declared previously that the donations that arrived in Lebanon in light of the July 2006 "Israeli" aggression and how they were spent are a dimmed issue; especially that they never existed in the Lebanese treasury documentations.
Lahoud Responds to Siniora Statement, Asserts Lack of Transparency
In response to a statement issued by Head of Future Bloc MP Fouad Siniora's office, President Lahoud issued a statement in which he asserted that "Fouad Siniora, as usual, lacks credibility, objectivity, and legal requirements, when it comes to wasting public money".
"He therefore resorts to offensive [attitude] and ambiguity, while the language of number and constitutional mechanisms does not tolerate rashness, transgression or deduction", Lahoud' statement added.

Moreover, Lahoud iterated that Siniora's statement implies an acknowledgement that the said donations did not pass through the constitutional and legal passageway so they would be received and spent; i.e. the approval of the cabinet and listing them in the government's accounts.
Also, Lahoud asserted in his statement, "[Fouad] Siniora's repetitive argument to refer to the media in tackling the issue of public money spending is a disagreeable issue, which holds the media accountable for something it's incapable of tolerating".

Former Lebanese President wondered how at this time, transparency in spending public money is impossible to be found, and therefore it appears as an open appeal for the Lebanese people, whose financial and livelihood rights have been wasted, to abandon their rights to demand compensations through available constitutional and lawful methods.

In his statement, Siniora claimed that the $3.6 billion money received by Lebanon is an "unaccounted" number, adding that "If the spending of such an amount was unaccounted for, why didn't Lahoud speak about it before since he is concerned about the Lebanese [people's] money. Why did he remain silent until now?"
Also, Siniora's statement noted that the amount of donations received by Lebanon after the aggression was $ 1.161 billion and not $ 3.6 billion.
