ISF General Director Rifi to Prosecution

Sources close to the Lebanese President Michel Suleiman stressed that "he is moving in his political battle to the end."

Based on Suleiman's directions, the General Directorate of the Presidency sent a letter to the Ministry of Justice requesting that legal actions must be taken after the General Director of the ISF, General Ashraf Rifi, refused to implement Interior and Municipalities Minister Ziad Baroud's book No. 9143 dated 26.5.2011 to work immediately to vacate the second floor of the Ministry of Communications building."

Meanwhile, al- Akhbar newspaper stressed that "according to law, Minister of Justice is obliged to refer the President's request to the public prosecution," mentioning that "it has never happened that the President called the Minister of Justice and the latter refused to respond. "

In this context, sources close to Baabda mentioned that Najjar had informed the President "that Rifi's refusal to obey Baroud's orders falls within the jurisdiction of military courts ", stating that "after the minister, it is expected that the Prosecutor-General Office transmits the file to the Government's Commissioner of the Military Court, Judge Saqr Saqr to consider the issue."

As legal sources familiar with the details of the file noted that " Rifi's violation is under the jurisdiction of military justice", other political sources informed al-Akhbar that "the search will focus in the coming days to find a way out of the case, either through the Public Prosecutor's declaration that it does not have the jurisdiction to consider the case, or the judiciary will proceed to review the file to announce later that there is no violation."

Suleiman's sources noted that "the request to transfer Rifi to the judiciary is a victory for the President to his interior minister, Ziad Baroud."
"They should have known that the confrontation with Baroud means a confrontation with his political reference, "asserting that "Suleiman, who in the previous times smoothed with the irregularities that took place against his minister, was not able to stand neutral this time, especially that he personally sought to remedy the problem, but Rifi did not respond to him. "

The newspaper added when Suleiman phoned Rifi last Thursday, he clearly said: "You know how many times I supported you during the past years, I want you to implement Baroud's decision otherwise you won't find me with you."
Rifi tried to talk but the president insisted on his phrase: "Do what Baroud ordered otherwise you will not find me near you this time."

The newspaper pointed out that "in this sense, the President Suleiman believes that he has exhausted all solutions prior to the dispute, therefore, he is no longer bounded to the initiative," pointing out that "when the Future Party tried, through MP Ammar Houry, to reach a settlement, it has not received a response from the President of the Republic."

Moreover, Rifi's and the Future sources insist, according to the same newspaper, that "the Director General of ISF did not lag to respond Baroud's orders, but that he only exercised his right by sending a letter explaining the reason for sending the information branch personals to the communication building, ending by requesting for Baroud's opinion to act. "

The same sources assured that the minister had not received the book because as he had finished his press conference the Ministry departments no longer received mails. "

Al- akhbar concluded that "Future", Rifi and his security team, "lost the President, in the battle they fought against the Communication Minister Charbel Nahas."
