Blatant Seniora Conspiracy against Resistance, Asking Help from the US

A leaked US Embassy cable dated August 1, 2006, quoted former PM Fouad Seniora as informing former US ambassador to Beirut Jeffrey Feltman that the Lebanese and "Israeli" governments are drowning in the details and they are about to lose sight of the main goals of ensuring "Israel's" security, achieving peace, and disarming Hizbullah.
Published exclusively in Al Akhbar newspaper on Tuesday, the cable revealed that Seniora held Syria and Iran responsible for the eruption of the July 2006 war "because they want to destroy the Lebanese government, hinder the formation of the Special Tribunal for Lebanon, and divert attention from the Iranian nuclear program."

Another cable, dated July 13, 2006, said that Seniora described Hizbullah actions as "unforgivable" expressing his understanding that "Israel" will not reward the party by liberating the Shebaa Farms. He added that any reward "Israel" would present would be given to the Lebanese government. Dated July 28, 2006, another cable revealed that Seniora had hoped that "Israel" would realize that allowing the Lebanese state to impose its authority over the South "is the key to "Israel's" security."

Moreover, a cable dated August 6, 2006, documented a meeting between Seniora, then Foreign Minister Fawzi Salloukh, and ambassadors of nations represented at the UN Security Council. The meeting focused on a resolution on Lebanon being considered by the international organization. Then US Ambassador to Lebanon Jeffrey Feltman stated that after Salloukh exited the meeting, Seniora expressed his true sentiments on the resolution.

According to Feltman, the former PM explained that the resolution will serve to return Lebanon under Iran and Syria's control, adding that throughout the war, he focused on the liberation of the Shebaa Farms. Seniora was quoted as saying to the Americans: "You can place it under the UN's authority and let it stay there for a hundred years."

Wikileaks cables dated August 7, 2006 said that Seniora's main concern was "reaching a fair solution that would help the Lebanese and "Israeli" governments and create a big problem for Hizbullah and its Syrian and Iranian allies." He was also concerned with "Israel's" ongoing occupation of the Shebaa Farms, saying that its persistence gives Syria an excuse to continue on interfering in Lebanese affairs.

Another cable dated July 18, 2006 reported the French ambassador to Lebanon Bernard Emie as saying that the March 14 camp is keen on "Israel clipping Hizbullah's wings" and that it wants "Israel" to do the "dirty work." The French ambassador doubted that "Israel" would succeed its mission however.

Olmert: I Will Be Happy to meet Seniora

Another leaked cable revealed that former "Israeli: Prime Minister Ehud Olmert was fond of Seniora, quoting himas saying that "He would be happy to meet him anytime."
The cable 3433/2006 released during the July 2006 War on Lebanon, spoke of Olmert's understanding of the weakness of the Lebanese government which prevents it from apprehending the two kidnapped "Israeli" soldiers, negotiating on them and later releasing them.

Livni: "Israel", Lebanon Share Goal of Disarming Hizbullah

Another leaked US Embassy cable published exclusively by Al Akhbar revealed that former "Israeli" Foreign Minister Tzipi Livni had stated that the "Israeli" government realized that the formation of the Lebanese government at the time was an achievement for the international community.
It believed that the newly formed government headed by then Prime Minister Fouad Seniora is a step forward in the right direction for Lebanon.

She stressed the importance of the implementation of UN Security Council resolution 1559, adding that the "Israeli" government is aware of the Lebanese government's weakness. She said that the best way to assist it rested in the international community taking decisions without waiting for a response from Seniora's Cabinet.

Livni told US Congressman Pete Hoekstra that there are no border disputes or misunderstandings between Lebanon and "Israel" "seeing as the two countries share the same goal of removing Hizbullah's arms and allowing Lebanon to impose its complete sovereignty."
The cable, which was released during the July 2006 war, also spoke of Olmert's understanding of the weakness of the Lebanese government which prevents it from apprehending the two kidnapped "Israeli" soldiers, negotiating on them, and later releasing them.
Ashkenazi: "Israel's" Policy Bolsters Seniora, March 14 to Stand in Face of Hizbullah
Another Wikileaks cable revealed that former "Israeli" former Chief of Staff Gabi Ashkenazi had informed the American ambassador to "Israel" that Seniora shares the same interests with "Israel". The "Israeli" official stressed the need for "Israel" to help Seniora because no one else can guide Lebanon onto the right path.

Ashkenazi repeated this position to former US Homeland Security Advisor Fran Fragos Townsend, adding that "Israel" is keen on bolstering Seniora and the March 14 camp's position against Hizbullah.

Also from the cables...

According to other Wikileaks cables published by Al Akhbar on Tuesday, former Knesset member Dalia Itzik expressed her conviction that "Moderate Arab regimes such as Jordan, Tunisia, and Qatar need to totally defeat Hizbullah just like the US and "Israel" did."
Also, former "Israeli" war minister Amir Peretz said that ""Israeli" Jilad Shalit abducted by Hamas is morelikely to return home, and "Israel" believes the chance for his return is much more possible than that of the two "Israeli" soldiers abducted by Hizbullah.
As for Meir Degan, head of the Zionist Mossad, the leaked cables quote him as visualizing "How to arrive to the goal of allowing Lebanon to practice its total sovereignty and disarm Hizbullah." According to the cables, Degan says "The sides working in Lebanon aim at uniting the Christians around Patriarch Nasrallah Sfeir, the Druze around Walid Jumblatt, the Sunnis around Saad Hariri, and simultaneously aim at dividing the Shiites in such a way that part of them strongly opposes Hizbullah.

Hariri: Hizbullah "Extremely Harmed" Despite Claiming Victory, Will Leave Battle Militarily, Politically Weaker

A Wikileaks cable dated August, 12 2006 and published by Al Akhbar newspaper on Wednesday said dealt with a meeting between caretaker Premier Saad Hariri and Former US ambassador to Lebanon Jeffrey Feltman in addition to a US diplomat at Hariri's residence. The cable reveals the mass of internal conspiracy against Hizbullah at the time Hizbullah was engaged in fierce battles with the "Israeli" enemy to preserve Lebanon's sovereignty and independence.
The cable revealed that Saad Hariri discussed the major goals of the period that followed the seize fire between "Israel" and Hizbullah. the Wikileaks cable said that Hariri was convinced that the Lebanese government will approve Resolution 1701 (entitled to disarm Hizbullah) and warned that the International community should keep Syria and Iran in a state of disequilibrium. Hariri intended to put away former President Emile Lahoud, major Lebanese army leaders including Army Commander Michel Suleiman at the time, and expected that Hizbullah would become weak on the military and political level due to the war with "Israel", and that is when Parliament Speaker Nabih Berri would exploit the chance to bring Amal movement to the top again, the cables quote Hariri as saying.

Hariri, according to the leaks, hoped that Hizbullah, Syria and Iran would grow weaker while the Lebanese Army and the UNIFIL spread in the South, claiming that Hizbullah, despite declaring victory has been extremely harmed and will leave battle militarily and politically weak. In this context, Hariri asked the US to "lure some parties" to donate arms and military equipment to the Lebanese government, naming Japan, KSA, and the UAE.
Hariri, after asking that his remarks remain confidential, said "We should remove Lahoud, (Army Commander Michel) Suleiman, (Head of the Intelligence Unit) George Khoury, they are all conspiring with Syria, and with Hizbullah. He demanded that the International pressure continue on Iran and Syria.

On Iran, Hariri said that there should be a harsh UNSC resolution on the ranian nuclear program. On Syria, Hariri stressed the importance of forming an international tribunal to prosecute those who assassinated his father.

Harb: Nasrallah Cannot Become "Rambo" of the Region

Al Akhbar newspaper published another cable dated August, 1 2006, Maronite MP Botros Harb described the "Israeli" aggression on Lebanon as overloaded with victims, expecting a quick "Israeli" victory over Hizbullah. He expressed worries that (Sayyed) Hassan Nasrallah and Hizbullah would come out of the war as victorious by that break the legendary and invincible "Israeli" army and gain international compassion.

Harb said that as the July war entered its 20th day, it seems that Hizbullah achieved victories in the face of "Israel", which gives the Arab World an impression that "Israel" is fragile and can be destructed through an Arab attack... Harb, according to the leaked cables, further warned from the growing circle of support and sympathy for Hizbullah in light of the Qana massacre, which also enhances the image of Hizbullah as a champion. Harb also stressed that a seize fire is essential to prevent (Sayyed) Hassan Nasrallah from becoming the Rammbo of the Region,
Harb also presented suggestions to prevent Hizbullah to seem victorious (which according to Harb himself, is easy to say but very hard to achieve). He hoped that Hizbullah would be weakened on the military level, even though he agreed that any military defeat to Hizbullah would be easily made up on through the movement's social popularity. The cables further revealed that the Maronite MP advised that an "Israeli" progress in controlling Hizbullah's strongholds in Maroun Al Ras and Bint Jbeil should take place, which would give the US a chance to seize fire at a time when Hizbullah would look defeated.

Salemeh: Nasrallah Lied to Us

In a meeting with the US ambassador Jeffrey Feltman on August, 7 2006, Head of Lebanon's Central Bank Riyad Salemeh said that Hizbullah Secretary General Sayyed Hassan Nasrallah "Lied to us" when he said that he will not do any action that will harm Lebanon's economy during the summer time. Salelmeh, according to the leaks published by Al Akhbar, criticized the strength of some political layers among which is Fouad Seniora, by that allowing Hizbullah to impose its conditions on the Lebanese people.
Salemeh also said he can exert pressure on the government's businessmen, to allow the UNIFIL from monitoring the border crossings to prevent any smuggling of arms for Hizbullah. Finally, asked about the future role of President Emile Lahoud, Salemeh sarcastically answered "He can conduct televised interviews."

Feltman: Aoun's Calculations Will Evaporate His Existence as A Political Power in Lebanon

Moreover, a cable dated July, 14 2006 revealed that former US ambassador to Lebanon Jeffrey Feltman said that the deep crisis in Lebanon is a result of Hizbullah's "heinous" acts that might have some side effects on certain parties in Lebanon. Feltman said "How nice would it be to see that the current crisis would lead Aoun to one of two options, either stay glued to Hizbullah and lose Christian support, or ally with the March 14 forces by that squeeze Hizbullah in the corner.
Also, in another cable dated July, 18 2006 Feltman suggests that Aoun would definitely be one of the losers in the current conflict, and that Aoun would pay for the miscalculations portrayed by the February 6 Memorandum of Understanding with Hizbullah which will lead to his evaporation as a political power.

Aoun to Feltman: All the Lebanese Are Entitled to Support Those Who Fight "Israel"

Dated August, 1 2006, a leaked cable revealed General Michel Aoun's decisive rejection to any assault against Hizbullah. Aoun said that as long as war (with "Israel") is ongoing, all Lebanon should unite and back the power fighting "Israel". Aoun gave assent to the 7 point plan proposed by Seniora concerning negotiations on a seize fire, but he claimed that he tacked more sensitive issues on the Memorandum of Understanding with Hizbullah. Aoun insisted he is not actually in alliance with Hizbullah, but again criticized the March 14 leaderships who do not deserve the trust of the Lebanese people such as "Seniora, Walid Jumblatt, and Saad Hariri", by that Aoun indirectly implied that Nasrallah is much more trustworthy as a partner.
Aoun insisted that all the Lebanese are entitled to support Hizbullah in its confrontation to "Israel", and said that in light of the "Israeli" crimes and Hizbullah's confrontation to the Zionist entity, he had no other choice than to support it.
