Spilled by WikiLeaks: Clinton Cable Demands Updates and Information on World Sites

More embarrassing leaks on the United States and its policies are exposed by the whistleblower website Wikileaks.

Newly Secret US diplomatic cable released has revealed hundreds of installations and key facilities worldwide that the US describes as "vital to its national security". These include sites in China, the UK, and even one or two sites in Congo and Denmark.

The February 2009 cable released on Monday is an "action request", which states that under the auspices of the Department of Homeland Security's National Infrastructure Protection Plan (NIPP), US missions overseas are required to file a report that contains information on these facilities.

Claiming that the US attempts to "prevent, deter, neutralize or mitigate the effects of deliberate efforts by terrorists to destroy, incapacitate or exploit the sites; and to strengthen national preparedness, timely response, and rapid recovery in the event of an attack, natural disaster or other emergency," the cable demanded ALL Diplomatic Posts to gather information including the Name and physical location of the asset, system, or supply chain node.

In general, the cable represents a global directory of the key installations and facilities, many of them medical or industrial, even though these do not belong to the United States of America.

Not only that, but also the host government is not consulted with respect to gathering this information "Posts are not/not being asked to consult with host governments with respect to this request," reads the cable.

The locations cited in the diplomatic cable from U.S. Secretary of State Hillary Rodham Clinton include firms for pipelines, communication and transport hubs. Besides, a number of BAE Systems plants involved in joint weapons programs with the Americans are listed, along with a marine engineering firm in Edinburgh which is said to be "critical" for nuclear powered submarines. BAE Systems is the premier global defense, security and aerospace company delivering a full range of products and services for air, land and naval forces, as well as advanced electronics, security, information technology solutions and customer support services.

"An annual update of a comprehensive inventory of critical infrastructure and key resources that are located outside U.S. borders and whose loss could critically impact the public health, economic security, and/or national and homeland security of the United States," the cable reads.

As for the sectors of these resources, they include: Agriculture and food; defense industrial base; energy; healthcare and public health; national monuments and icons; banking and finance; drinking water and water treatment systems; chemical; commercial facilities; dams; emergency services; commercial nuclear reactors, materials, and waste; information technology; communications; postal and shipping; transportation and systems; government facilities; and critical manufacturing. Sounds like EVERY sector existing on this planet!
