Libya's foreign minister formally opened the summit on Wednesday before handing the league's presidency to Iraqi Foreign Minister Hoshyar Zebari.
Zebari said "Iraq rejected foreign intervention to end the conflict but supported the aspiration of the Syrian people for freedom."

Arab heads of state will gather in Baghdad on Thursday.
The draft statement is expected to include, among other issues, the situation in Syria and the issues of the Palestinians, Yemen and Somalia, in addition to terrorism.

On Tuesday, the Arab economy, finance and trade ministers started their discussions over proposed plans aimed at boosting economic situation in the Arab world.
The proposals mainly focused on enhancing tourism among the Arab countries, the water security in the Arab world and the Arab strategy in responding to natural disasters, but their proposals still need to be approved by the Arab leaders on the final session of the summit Thursday.

The summit marked the first time Iraq has hosted an Arab League summit since Saddam Hussein's invasion of Kuwait in 1990.
Iraq sees the summit as a significant milestone in its history that would lead the country to play a powerful and positive role in the Arab world.

In parallel, Baghdad officially received an ambassador from Saudi Arabia, Fahd bin Abdul Mohsen al-Zaid, though he will function only as a "non-resident" ambassador and is already the Saudi envoy to Jordan.
